"On Tuesday, the Federal Court of Appeals for the District of Columbia pulled a brick from the crumbling structure of affirmative action by ruling, unanimously, that TV and radio stations can no longer be required by the government to hire members of minority groups. The Federal Communications Commission chief, William Kennard, who is black, called the decision "outrageous." It isn't."
